ONDCP Drug-Free Communities Support Program FY 2021

The DFC Program was created by the Drug-Free Communities Act of 1997 (Public Law 105-20). The DFC Support Program has two goals:

  • Establish and strengthen collaboration among communities, public and private non-profit agencies; as well as federal, state, local, and tribal governments to support the efforts of community coalitions working to prevent and reduce substance use among youth.

  • Reduce substance use among youth and, over time, reduce substance abuse among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse.

    CARA

    The Comprehensive Addiction and Recovery Act (CARA) Community Based Coalition Enhancement of Grants to Address Local Drug Crises Grants (CARA Local Drug Crises Grants) was established by Congress in 2016. The purpose of this program is aimed at current or former Drug-Free Communities Support Program grant recipients to prevent and reduce the use of opioids or methamphetamines and the misuse of prescription medications among youth ages 12-18 in communities throughout the United States. CARA Local Drug Crises Grants are funded and directed by the Office of National Drug Control Policy (ONDCP) in partnership with the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) for the day-to-day management of the program.
