Information for FY2021 Grant Award Programs ONDCP Drug-Free Communities Support Program FY 2021![]() The DFC Program was created by the Drug-Free Communities Act of 1997 (Public Law 105-20). The DFC Support Program has two goals: To learn more, access to video’s and register for trainings click the button below: CARAThe Comprehensive Addiction and Recovery Act (CARA) Community Based Coalition Enhancement of Grants to Address Local Drug Crises Grants (CARA Local Drug Crises Grants) was established by Congress in 2016. The purpose of this program is aimed at current or former Drug-Free Communities Support Program grant recipients to prevent and reduce the use of opioids or methamphetamines and the misuse of prescription medications among youth ages 12-18 in communities throughout the United States. CARA Local Drug Crises Grants are funded and directed by the Office of National Drug Control Policy (ONDCP) in partnership with the Department of Health and Human Services (HHS), Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) for the day-to-day management of the program.
