Christopher R. Yukins Biography

Christopher R. Yukins is a partner in Holland & Knight's Northern Virginia office who is experienced in high technology and government contracts, with a special emphasis on electronic commerce.  He relocated from Holland & Knight’s Washington, D.C. offices, to join the firm’s new and expanding Northern Virginia office because of the concentration of high technology companies in Northern Virginia.  His clients include intranet services firms, consultants and service providers in information technology solutions, software vendors, online database providers, computer and telecommunications equipment manufacturers, telecommunications providers, and systems integrators. 

In electronic commerce, Mr. Yukins speaks and writes regularly on the legal issues surrounding the electronic commerce solutions adopted by the federal government.  He is a member of the Information Technology Association of America, and on ITAA's behalf he is a member of the Federal Electronic Commerce Task Force, which is working with key officials in electronic commerce to apply commercial EC solutions to the government.  He is a member of the Science & Technology and Public Contract Law Sections of the American Bar Association, and serves as the president-elect on the executive board of the Tysons Corner Chapter of the National Contract Management Association.  He is a member of the editorial boards of the Federal Circuit Bar Journal and the Public Contract Law Journal, and he has contributed editorial pieces on electronic commerce, information technology and public policy to a broad range of journals, including Washington Technology and Federal Computer Week. 

Mr. Yukins received his B.A. magna cum laude from Harvard College in 1984, and graduated from the University of Virginia School of Law in 1988, Order of the Coif.  In law school he was Executive Editor at the Virginia Law Review, and he was a member of the Virginia Journal of International Law.   After law school, he served as a judicial clerk to Judge Lawrence W. Pierce on the federal appeals court in New York, the U.S. Court of Appeals for the Second Circuit. He served for three years as a trial and appellate attorney in the U.S. Department of Justice, and has otherwise been in private practice in New York City and Washington, D.C.  He is a member of the bars of Virginia, New York, and the District of Columbia, and he is admitted to the U.S. Court of Appeals for the District of Columbia Circuit, the U.S. Court of Appeals for the Federal Circuit, the U.S. District Court for the District of Columbia, and the U.S. Court of Federal Claims.
